There's Ruby Foo's!
Times Square is full of theme places. Hard Rock, ESPN Zone, Planet Hollywood. I'd check them to see if they're in your budget. If not, Why not just go to a Friday's or Applebee's? Happy places, good prices, and the embarrassing birthday songs.
There's always the Starlight Diner, which is a 50's diner with singing waiters and waitresses. Much, much fun. They're having Elvis contests right about now, which will never be a bad time.
I love Ruby Foos! But is that really considered "theme"?
Typically restaurants will ask for a guarantee to make a reservation when the party is an exceptionally large one and does not want to have a group rate (ie, one individual ultimately accountable for all expenses). This is due to the fact that if they're going to hold seats for thirty people then they want to know you're showing up, otherwise they've lost money.

The Slaughtered Lamb is hysterical. I give it big kitschy thumbs up.

Oh, Rodeo Bar on 3rd Ave is freaking amazing, and they have an upstairs that you can usually reserve. It's perfectly sized for 30 people.
They have a stuffed buffalo above the bar! Full-sized!

Okay, guys, I think that'll do it. We have a selection in Times Square, two votes for whatsitcalled, Slaughterhouse 5, and a nice selection. External Brain, Gone!
